
No where in the TRO 3039 or 3050 does it say all Highlanders went to the ghost regiments, only that the best of the best (The fully functional 732's) went to the cream of the crop of their military (derp). So, the few 732's that did NOT have their advanced tech removed, that were sent to the DCMS, and meet the specifications of the original 732 complete with gauss rifle reside in the ghost regiments. I should think it would be a derp realization as the 733's have no advanced tech to be stripped out at all. When reading this quote, it's important to remember that it's discussing "specifically" the 732.
